The National Audit Federation met the CAG of India to submit the memorandum on grievances of the Audit Staff over the Sixth Pay Commission and other matters on 20th August 2008. Shri Vinod Rai,IAS, the present Comptroller and Auditor General of India, vide his letter dated 22nd August 2008, appreciated the positive attitude of demonstrated by the members and office bearers and assured that our requirement would certainly be given very objective and positive examination to ensure that they are properly looked into.
This was indeed for the first time in the history that a head of department has shown positive attitude and appreciated the Staff Association. We hope that this positive attitude of both the parties materialises in more welfare measures for the staff of IAAD and beneficial to everyone. (a) Anomalies in 6th CPC Report (i) In the Chapter 7.56 of the report relating to IA&AD , pay commission has clubbed several cadres in same pay band of Rs 9300-34800 with only marginal financial benefit of one increment and next grade pay. The pay commission gas discussed about the disease but surprisingly the treatment has been left to the C&AG of India. (ii) The Senior Auditors and Assistant Audit Officers were granted pay parity with Assistants and Section Officers of Central Secretariat Services (CSS) w.e.f. 1.3.84. The parity of pay scales were granted with the following conditions:- (i) The existing combined offices shall be bifurcated as Audit Offices and Accounts & Entitlement offices, (ii) The staff side shall not claim "Touring Special Pay" for Audit wing and the claim before the Board of Arbitrations shall be withdrawn.
The staff side accepted both the conditions and the proposal by Government of India took shape of Agreement. Unfortunatelythe parity was disturbed in July 1990. The Sr.Auditors thereafter approached CAT/High Courtat Guwahati and Shimla and got favourable judgements> The C&AG of India personally wrote to the Finance Minister and Prime Minister of India to honour the Judgements of the hon'ble Courts but the Finance Ministry/ DOPT has turned down the proposal of C&AG and advised to file the SLP in Apex Court. The Supreme Court has admitted the appeal filed by the Government saying that " determination of Pay Scale " is the job of executive and Judiciary need not interfere in such matters.
The parity of Audit staff was upheld by 4th Pay Commissionand 6th Pay commission. the 6th CPC viewed that the same pay scale for Sr Auditors and Assistants of CSS cadres have been recommended and they are not going into merit of the case. This is an indirect admission of our claim. The C&AG of India should approach Government of India to grant parity to Sr Auditors and Assistant Audit Officers w.e.f.1.1.86 to 31.12.95 and from 15-09-2006.
(III) The parity to Stenographers and Private Secretaries of field offices.
The 6th CC vide para 3.1.3 has recommended that the Pay Scales of Stenos and Private Secretaries working in the field offices should be brought at par with those posted in Head Offices.
Again in Chapter 7.56 in respect of IA&AD they have referredpara 3.1.3 and 3.1.14 of the report.
The stenos and Private Secretaries posted in field offices may be granted justice and care restructuring, if necessary, may be done.

(iv) Other issues
(a) The field offices are facing problems due to large number of vacancies in the feeder cadres. At least 50 % vacancies need to be filled up during the year 2009. The department has achieved the target of downsizing long back.
(b)The circular issued by DOPT in June 2006 regarding appointments on compassionate grounds has not been implemented in field offices in its true spirit.
(c ) The special pay granted to SOGE passed ACP holding Sr Auditors should be merged for pay fixation while promotion to the post of Section Officer. In P&T department this has been done after getting clarification from DOPT. In our department the merger of special pay is being denied.

(3) The National Executive meeting of Federation held in Chandigarh and Hyderabad has identified few burning issues mentioned in 8 point charter of demands

1 RESTORE PAY PARITY OF SR. AUDITORS AND ASSTT. AUDIT OFFICERS WITH ASSISTANTS AND SECTION OFFICERS OF CSS W.E.F. 1.14.86 TO 31.12.95 AND W.E.F. 15.9.06 TO TILL DATE

2. GRANT OF PAY PARITY TO STENOGRAPHERS AND PRIVATE SECRETARIES WORKING IN FIELD OFFICES WITH THOSE WORKING IN HEADQRS OFFICE.

3. GRANT APPROPRIATE GRADE PAY AND PAY SCALE TO AAO/AO/SR AO

4.ALLOW SERVING SECTION OFFICERS TO PARTICIPATE IN DEPARTMENTAL COUNCIL OF IA&AD AMD STOP PARTICIPATION OF RETIRED SECTION OFFICERS.

5. RESTORE NORMALCY IN AGARTALA OFFICE AND STOP VICTIMISATION OF ASSOCIATION WORKERS

6. GRANT RECOGNITION TO SE RAILWAY AUDIT, KOLKATA, BILASPUR, BHUBANESWAR AND JABALPUR RAILWAY AUDIT ASSOCIATIONS

7. RESTORE STANDARD OF AUDIT WING BY FILLING UP HUGE VACANCIES IN ALL CADRES

8. FORM ANAOMALY COMMITTEE IN IA&AD AND HOLD MEETING WITH NAF IMMEDIATELY.

WE HAVE DEMANDED FORMATION OF aNAOMALY COMMITTEE, GRANT OF RECOGNITION TO RAILWAY AUDIT ASSOCIATIONS, ETC.

THE PRINCIPAL DIRECTORS OF AUDIT, SE RAILWAYS, KOLKATA, SC RAILWAY, BILASPUR,WEST CENTRAL RAILWAY, JABALPUR AND EAST COASTAL RAILWAY, BHUBANESWAR HAVE NOT BOTHERED TO COMPLY WITH THE INSTRUCTIONS ISSUED BY THE Pr.DIRECTOR (STAFF) Dy cag FOR GRANTING RECOGNITION . WE ARE PRESSING THIS ISSUE FOR THE LAST 3 YEARS. ULTIMATELY THE NATIONAL EXECUTIVE OF FEDERATION HAS DIRECTED THE PRSIDENT AND SECRETARY GENERAL TO SIT ON DHARNA AND OBSERVE "FAST UNTO DEATH" IN FRONT OF CAG'S OFFICE FROM 23RD SEPTEMBER 2008

WE MAY BE EXCUSED FOR TAKING SUCH DRASTIC STEP DUE TO UNHELPFUL ATTITUDE AND RIGIDNESS OF SOME OFFICERS.

(E) THE CENTRAL IMPLEMETATION COMMITTEE(CIC) HAS DIRECTED THE DEPARTMENT TO DISCLOSE THE ANSWER SHEETS OF SOGE. THE DWCISION OF THE CIC MAY BE HONORED.
